HISTORY of INSTITUTE
History of institute is an educational-scientific institute of radio, television, electronics (IRTE) created at the end of 2005 on the base of department of radio contact, broadcast and television. But the history of this structural subdivision of the Odessa national academy of connection named after A.S. Popova counts over 75 years. The historical sources of preparation of radioengineers in Odessa took the star from June, 1930, when simultaneously with the creation of the Odessa institute of engineers of connection was founded the department of radio connection.
The base sub-faculty of this department was become the department of the radio engineering. The first dean of this department of the radio engineering was appointed the professor of Comokion B.F., except for which two teachers worked on a department, was appointed by two associate professors Serapin G.K. and Kravec' Ya.M. In the following years the department and sub-faculty overgrew swiftly: in 1930-1932 from the amount of the graduating students of this institute were attracted to work on the department the graduating students Rubin E.M., Gleyzerman A.B., Fomenko M.S., Plakhotnik S.M., Afanas'ev B.P., Makarov O.K., ShumlyanskiY I.I.
In different years many prominent research workers with world confession, which did a considerable contribution to the development of science and technic, worked on the department of the radio connection. Among them: professors: Kotel'nikov A.K., Gonorovskiy I.S., Marchenko M.A., Ageev D.V., Khaskind M.D., Rizkin A.A., Sredniy I.E., Panfilov I.P., Zyuko A.G., Knyaz' A.I., Polischuk I.M., Kisel' V.A. In the days of Great Patriotic War the institute of connection was evacuated from Odessa to Tashkent.
After liberation of Odessa and completion of military operations in 1944, at once after returning the institute to Odessa from evacuation, the department began a set and preparation of specialists, but already under the new name – the department of radio contact. Later, together with expansion of maintenance of studies and sphere of the use the specialists, the name – faculty of radio contact, broadcast and television.
In pre-war years (1939 – 1941), the deans of the department were Makarov O.K. and Kravchenko V.A., and in the first post-war years (October 1944 is January 1951) by the dean of radio department the candidate of engineerings sciences, associate professor, manager, was appointed by the department of radiotransmitter devices Shumlyanskiy I.I. From January 1951 to March 1954 the department was managed by the associate professor, manager by the department of broadcast, Osadchenko A.F. (Moscow electrical engineering institute of connection).
Khachaturov A.I., directed in OEIS (Odessa electrical engineering institute of connection) on completion of post-graduate studies in the Leningrad electrical engineering institute of connection, discharged duties of the dean from March 1954 to April 1956. In subsequent years under the direction of KhachaturovA A.I. a few research works were executed on the subject of distribution of radio waves.
From April 1956 to June 1967 the dean of radiodepartment was c.t.s., the associate professor of radiotransmitter devices department Khromikh M.K., which then, in 1967-1970, headed the accrued deparment of multichannel telecommuniction. During 1967-1982 the dean of the department by competition was elected three times the graduating student of the department 1955, candidate of engineerings sciences, associate professor, and manager of the radiotransmitter devices department Lobodzinskiy V.A.
From June 1982 to May 1987 the department was managed also by the graduating student of this department 1957, c.t.s., associate professor of radio engineerings devices department Denisov V.I., and from June 1987 to October 1988 on the dean’s position of the department was appointed c.t.s., associate professor of the multichannel telecommunication department Balashov V.A.. Now d.t.s., professor Balashov V.A. is the director of the Odessa research institute of connection.
In 1988-1995 the department was headed by the graduating student of radiodepartment 1976 years the c.t.s., associate professor of the electric communication theory department, specialist on encoding of signals questions, Lyakhov A.I.. From dean’s position became free in December 1995 because of the appointment a vice-chairman of the National council of Ukraine on television and broadcast questions, where worked to1999. From 1999 to 2006 Lyakhov A.I. – President of association of enterprises «Union of cable television in Ukraine».
From 1996 to 2006 the dean of the department was graduating student of this department of 1971year, c.t.s., associate professor of technical electrodynamics and systems of radio contact department Draganov V.M.. After transformation of the radio contact,broadcast and television department, in the educational-scientific institute of radio, television, electronics the public competition was announced on position of director of institute.
In April 2006 on meeting of academic council of Academy by the unanimous secret vote of institute the director was selected the doctor of engineerings sciences, academician of Academy of connection of Ukraine and International academy of informatization, at UNO professor Mikhaylov S.A.. To date in composition director of institute work also: deputy of director of institute on educational work associate professor of Strel'chuk N.N.; deputy of director on the advanced study of c.t.s. associate professor of Osharovskaya H.V., deputy of director, responsible for an educational work, Voznyuk H.A.; deputy of director, responsible for practical preparation of students, c.t.s. associate professor Sukhar'kov O.V.; methodist Kravec V. A. and methodist Yakusheva V.A.
STAFF
The graduating special departments enter the complement of IRTE: television and broadcast (TV and RM) under the direction of doctor of engineerings sciences, professor, honoured worker of scitech Ukraine O.V.Gofayzena; technical electrodynamics and systems of radio contact (TED and SRZ), at the head of doctor of engineerings sciences M.B. Procenko; electric communication theories named by A.G. Zyuko (THESES), the manager of which is the professor P.V. Ivaschenko, and the department of metrology, standardization and certification (MSS), is headed by the professor, doctor of engineerings sciences, the academician of the International academy of standardization and Engineering academy of Ukraine, deserved worker in sphere of services of Ukraine L.V. Kolomiycem.
Educational process in IRTE is provided by over 70 teachers, amonge them 15 doctors of sciences, professors, and 46 candidates of sciences, associate professors, the mainly majority the teachers staff of special disciplines are graduating students of radiodepartment.
BASIC COURSES AND SPECIAL COURCES
To date in the institute of RTE on a daily form studied about 400 students on the direction of «Radio engineering» and speciality «Apparatus of radio contact, broadcast and television».
The education is conducted on educational-qualifying levels «bachelor», «specialist» and « master's degree» in accordance with the step system of preparation introduced in Ukraine. Qualification is appropriated the graduating students of IRTE «engineer of departments of radio and television» or « master's degree of the radio engineering».
Students of senior courses are in the position to choose one of specializations: digital television and broadcast or communication networks with mobile objects (mobile communication). The teachers staff of IRTE differs the high-quality level of actual and productive knowledge which are complemented according to swift development of modern technologies.
In 1990, in the period of formation significant amount of state and private broadcasting companies, operators of cable television, it was the first preparation in specialists industry on videotechnical specialization on the department. In the middle of 90th in Ukraine was prepared the work on building the center of satellite communication, and on a faculty preparation of specialists is inculcated on specialization satellite communication and broadcasting networks. Almost simultaneously with introduction in Ukraine services of mobile communication it was organized the preparation of specialists on specialization of communication network with mobile objects (mobile communication) at the department. So, with the origin of problems in the period of introduction of the licensing and distributing of radio frequencies system it was start the preparation of specialists, well-informed on questions of radio frequency management, modern and perspective systems of broadcast. In connection with the task of introduction in Ukraine of digital television and radio broadcasting in the curricula of preparation the specialists the proper new educational disciplines are included in ÈÐÒÝ, was created the educational laboratory of the digital televisional broadcasting.
The modern graduating students of ÈÐÒÝ own a computer technique and software freely; able to design knots, apparatus, systems and complexes of radio contact, broadcast and television with the use of achievements of science and technic; have base preparation on mathematics and physics, special preparation on radio electronics, communication networks, broadcasting and television, and also on bases of economy of industry, management and marketing, therefore they easily adapt to the terms of modern production and market relations.
Main customers and partners in preparation of radiospecialists is the business Concern of broadcast, radio contact and television (Business concern RRT) of the State committee of connection and informatization of Ministry of transport and telecommunication, State committee on questions of television and broadcast. The National commission is also interested in graduating students on questions of adjusting the connection in Ukraine, National Council of Ukraine is interested on questions of television and broadcast, National tele- and radiocompanies, operators of mobile communication of „Ukranian mobile connection” (UMC) „Kievstar JSM” „Golden telecom”, “DCC” others.
For previous decades about 20 thousand highly skilled specialists geared-up on the department. The department is proud among graduating students of: Panfilov I.P., d.t.n., professor, rector of the Odessa national academy of connection named after O.S. Popova (1980-2001); Yurchenko V.V., president Koncerna RRT (1991-2002) now is a vice-president of national radiokompanii of Ukraine; Mikhaylov M.K., c.t.n, associate professor, director of the Ukrainian research institute of radio and television; Dezhurnyy I.I., d.t.n., prof., director of the Voronezh research institute; KalyuzhnyY I.L., c.t.n., d.e.n., professor of the Sevastopol national technical university, honoured radio operator of the USSR, deserved rationalizer of Ukraine, laureate of the State bonus of the USSR, deserved worker of industry of communication of the USSR means; Shutko A.M., d.t.n, professor, academician of five foreign academies (Russia) and many other graduating students. I am among graduating students and ministers of connection are Robert Avoyan (Armenia), Ali Mokhammed Naser (Yemen).
Geography of employment of radiospecialists stretches from west to east – from Uzhgoroda, Lvov, Grodno to Magadana, Petropavlovsk-Kamchatskogo, Vladivostok, and from north to south – from Noril'ska to Kushki.
Only in Ukraine on television centres, radiotransmitter and radioreciever centers, enterprises of business Concern of broadcast, radio contact and television, on the stations of satellite communication, the over five thousand graduating students of the department work in state and private tele- and broadcast companies. Approximately so much specialists carry service of in rows Military Powers of Ukraine, work in Service Safety of Ukraine, other ministries and departments.
Among the technicians-and-engineers of operators of mobile communication, which exist in Ukraine, including leading structures, many highly skilled specialists – graduating students of radiodepartment. Graduating students are hard work in research establishments – Ukrainian research institute of radio and television, Ukrainian and Odessa research institutes of communication.
The graduating students of the department are valued for high-quality professional and base technical preparation; free domain and knowledge a computer technique in modern software on professional directions; perfect knowledge of radio electronics, systems of radio contact, broadcasting and television; skills of planning of knots of apparatus, systems and complexes of radio contact, broadcast and television with the use of modern achievements of scitech. In an address Academy numerous reviews act with thanks for high-quality preparation of specialists. About the high level of fundamental and professional preparation of students testifies and that they occupy prize places on the all lukrainian student olympiads. On results studies and advanced study students get the grants of President of Ukraine, Cabinet Ukraine, operator of mobile communication, nominal grants of Academy.
In IRTE take care and about the future skilled providing of educational process, therefore annually from the amount of students which found out inclination and capabilities for the advanced and teaching study, there are a few graduating students on departments.
The best students are in a position to prolong the post-graduate studies in Academy and further – in doctor degree studies. Fully appropriately, that the graduate degree “doctor of sciences” is over awarded 30 graduating students, and over 150 – candidate of sciences.
SCIENTIFIC - RESEARCH WORK
Employees of IRTE are organizers and participants of scientific-practical and educational-methodological conferences. In 1988 and 1990 was organized the department of technical electrodynamics and aerials and conducted I and the II All-union scientific-practical conferences on questions of diffraction of hertzian waves. On employees’ initiative of electric communication theory department, at support of principal’s office of Academy, international scientific and technical conferences are conducted «Ukrtelekom-95», «Ukrtelekonf-97», «Ukrkript-97», «Systems of collection, transmission and treatment of information» (SCTTI-98). In 1997 together with the State center «Ukrchastotnaglyad» the seminar of «Management of radio frequency resource and radiocontrol». In 1998 and 2000 joint with Concern RRT scientific-practical seminars were conducted on perspective directions of development of broadcast, radio contact and television.
EDUCATION WORK
The life of students is not limited to the educational process, is interesting and varied. Student and professorial-teaching scientific and technical conferences are annually conducted, theses and materials of which are published in collection of scientific reasons. On the departments of IRTE regularly held session student scientific groups. Students of IRTE are the active participants of student command ÊÂÍ, cultural and mass measures which are conducted in Academy during educational throughout the year. It is such competitions of beauty and talents as “Mr. of Academy”, “Star of Academy”, “Romantic pair”. Solemn measures, devoted freshmen, handing of diplomas graduating students, are conducted; anniversary meetings of graduating students, celebration of Day radio and Day of institute and others like that. Students of IRTE are participants and winners of competitions on the different types of sport.
TECHNICAL PROVIDING of EDUCATIONAL PROCESS
To students’ services of which study in IRTE: library with the almost millions’ fund of literature, equipped sporting hall. In addition, there are well equipped laboratories and computer classes on the departments of institute:
- a department of TV and RB is a laboratory of television, educational television centre, computer class, equipped modern powerful computers and software;
- a department of TED and SRS is laboratories: technical electrodynamics; antenno-fidernykh devices; to electromagnetic compatibility of the radio electronic systems; systems of radio contact, field ground; it is a department of TES the name of A.G. Zyuko are laboratories: electric communication theories; satellite informative systems;
- a department of MSS is a laboratory of metrology, standardization and certification.
On a ground Academies are located: laboratories of radiotransmitter and radioreciever devices, antenna-mast in 70 m codes high with àíòåííî-ôèäåðíûì equipment, anechoic box for measurings the parameters of aerials and all radiohighway, real battle airplanes-destroyers for researches of processes of reflections of radio waves from their ôþçåëÿæåé.
For implementation of term and diploma papers a wide spectrum is offered to the students that – from fundamental to narrow profile, aimed at the use modern technologies, digital methods of processing of data.
KNOW-HOW
Odessa National Academy of connection and Institute of radio, television, electronics became initiators and organizers of leadthrough in 2006 of 1st international scientific and technical conference of «Technology of the digital broadcasting: strategy of introduction in Ukraine» (DBT-2006). This actual scientific forum became very authoritative at once, representative and annual.
The teachers of IRTE conduct laboratory employments in the Odessa televisional center and Odessa radiotelevisional transmitter center, where students study the operating modern equipment. Laboratory employments to on-course «Radio engineers», in part of study the section of radio-location, are conducted in Odessa air-port on the equipment of accompaniment of airplanes.
