The history of radio engineers’ training in Odesa dates back to June 1930, when Radio Department was created together with Odesa Institute of Engineers of Communication (OIEC).
The educational and scientific institute of radio, television, electronics (IRTE) was created at the end of 2005 on the basis of ONAT radio communication, broadcasting and television department. Doctor of Engineering, Academician of Ukrainian Telecommunications Academy and International Academy of Informatization in U.N.O., Professor Mikhailov Sergiy Anatoliyovych was elected as the Director of the Institute.
Nowadays the below mentioned staff works at the Institute Board of Directors: an educational process deputy director, Associate Professor Maynov Sergiy Valentynovych, research process a deputy director, Ph. D.(Engineering), Associate Professor Plyatsek Oleg Evgenovych, in charge of educational process Voznyuk Olena Anatoliiyvna, in charge of students’ practical training Yurchenko Olexandr Fedorovych, in charge of professional choice guidance Solodka Valentyna Ivanivna and Levkovska Mariya, in charge of international relations – Danilova Yuliya Volodymyrivna, resource specialists Kravets Vira Olexandrivna and Illichova Ganna Valeriiyvna.
IRTE comprises special Diploma Chairs of: Television and Broadcasting (TV and BC), headed by Doctor of Engineering, Professor, Honoured Worker of Engineering Science of UkraineOleg Viktorovych Gofaizen; Technical Electrodynamics and Radio Communication Systems (TED and RCS) headed by Doctor of Engineering, Professor Mikhailo Borysovych Protsenko; A.G. Zyuko Theory of Electrical Communications Chair (TEC) headed by Professor Petro Vasylyovych Ivashchenko; Metrology, Standardization and Certification (MSC) headed by Professor, Doctor of Engineering, Academician of International Academy of Standardization and Engineering Academy of Ukraine, Honoured worker of Consumer services of Ukraine Leonid Volodymyrovych Kolomiyets.
More than 70 lecturers (15 Doctors of Science, Professors and 46 PH.D.-s, Associate Professors are among them) put into practice the educational process at the IRTE. It is worth mentioning that the majority special disciplines lecturers are the graduates of the radio institute.
Nowadays about 400 students in “Radio engineering” and “Radio communication, broadcasting and television equipment” and about 200 students in “Data Security”, “Data Engineering Protection Systems” specializations are trained at the full-time departments at IRTE. About 200 students are trained at the correspondence department.
Education is provided in educational qualification levels “Bachelor”, “Specialist” and “Master” according to the established degree education system in Ukraine. The qualification “Radio and Television Engineer” or “Master of radio engineering” is graded to the graduates of IRTE “Radio engineering” specialization.
Modern and efficient lecturers’ staff knowledge qualitative level, which is being supported by the rapid modern technologies development, is typical for IRTE.
In 1990 specialists’ training in “Video equipment” specialization began for the first time. It was the period when a considerable number of state and private television companies appeared at the institute. In the middle of 1990s the construction of satellite communication center was started in Ukraine and specialists’ training in “Satellite systems of connection and communications” specialization was started at the Department. At the institute the specialists’ training in specialization “Communication Systems with moving objects” was organized almost simultaneously with mobile communication services introduction in Ukraine. So, during the licensing system introduction and radiofrequencies distribution the radiofrequency management, modern and future broadcasting systems specialists’ training was started. In Ukraine the introduction of digital telecasting and broadcasting stimulated the development of specialists’ training syllabi at the Institute of Radio, Television, Electronics – the necessary academic subjects were introduced and the digital broadcasting and television educational laboratory was created.
O.S. Popov Odesa National Academy of Telecommunications and ONAT Institute of Radio, Television and Electronics became the initiators and organizers of the Ist International scientific and engineering conference “Digital broadcasting technologies: the strategy of introduction in Ukraine” in 2006 (DBT-2006). This important scientific forum instantly became authoritative, representative and annual one.
The Center unit of International TelecommunicationsUnion Proficiency has been created on ONAT and ESI RTE basis. Since 2008 seminars and distance learning courses for specialists from Eastern Europe and CIS countries are annually held in digital television and sound broadcasting according to the action plan.
The ESI RTE scientific research activity results in these trends are published in the Research Papers Journal “Digital technologies” established by ONAT in 2007. It has a professional Higher certifying commission of Ukraine status. The results of theses researches may be published to get a Ph.D (Engineering) and a Doctor of Engineering.
The Broadcasting, radio communication and television concern (BRT Concern), State informatization department of the Ministry of transport and communications of Ukraine,State television and broadcasting committee of Ukraine are the main customers and partners in the specialists’ training. National committee of Ukraine regulations in communications, National television and broadcasting council of Ukraine, National television and radio companies, operators of mobile communications also show their interest in ONAT graduates. Such state enterprises and establishments as National bank of Ukraine, “Ukrainian special systems”, State service of special communications and data security of Ukraine, Ministry of foreign affairs of Ukraine, Security service of Ukraine are the customers for data security specialists.
During last decades about 20 thousand highly qualified specialists were trained at the Institute. Only in Ukraine more than 5 thousands of graduates work in TV centers, radio transmitting and radio receiving centers, enterprises of broadcasting, radio communication and television company, in satellite communication stations, in state and private telecasting and broadcasting companies. Roughly the same number of specialists is in a service of armed forces of Ukraine, works in Security Service of Ukraine, other ministries and departments.
There are many highly qualified specialists – radio institute graduates among mobile communication operators engineering staff in Ukraine as well as in the authorities. Graduates successfully work in research establishments – Ukrainian research radio and television institute, Ukrainian and Odesa research institute of communications.
Graduates of the Institute are appreciated for high professional and fundamental engineering training; proficiency in computer equipment and deep knowledge of modern software according to the specialization; perfect knowledge of radio electronics, radio communication, broadcasting and television systems; systems and data protection technical means; good skills of units, systems and radio communication complexes designing, broadcasting and television with the modern achievements in science and technology application.
